The 8th Hokage. He fought in the war that Anji and Shuhan were among the "New Sannin" of. He died in the last battle, with Shuhan becoming the new Hokage after him. He believed in Old Ninja ways of fighting, and has amoral methods. He wished for the shinobi world to be at peace, but only while under himself. He had a reputation for being a war hawk. Bikou felt that the interests of the village should be placed above all else, even ethics and morals. An extremist, Bikou preferred to directly eliminate threats through assassination and execution rather than diplomacy and negotiation. Bikou possessed a fanatical adherence to the ideals of a shinobi, believing they must sacrifice absolutely everything for the village. Host of one of the last two Biju left, the Hachibi.
